Plandescil was established in 1979 as a family-run civil and structural engineering consultancy. In 2016 we evolved into an employee-owned company and the company was transferred to an employee-owned trust. More recently, in 2023, we rebranded and became PDC Engineering, part of the Plandescil group.

Alex joined PDC’s Civils and Projects department in July 2014, completing his academic qualifications part time and achieving his Civil Engineering Master’s degree (MSc) in 2021. Alex’s primary responsibilities as Associate Director (Civils & Projects) include leading the design team in the planning and engineering development of new build and existing remedial renewable energy projects in UK and Europe; predominantly in the Anaerobic Digestion (AD) sector. Alex’s AD plant design expertise covers the prominent environmental compliance requirements outlined below, for both industrial food waste and agricultural crop derived projects.

Carl has been with PDC since 1991, predominantly working as a Surveyor. Carl joined the Company and trained as an Engineering Technician whilst undertaking his qualifications part-time, he then progressed into the Surveying Department which he has expanded since its inception so that it is now a team of Civil Engineering Surveyors of varying levels of qualification. Carl also has extensive experience in legal issues such as Land Ownership and Boundary Disputes. He holds a Chartered membership with the Royal Institution of Chartered Surveyors (RICS) and The Chartered Institution of Civil Engineering Surveyors (CICES).
Senior Civil Engineer - Infrastructure

Chloe joined PDC in June 2018, having previously worked as a Trainee Civil Engineer on the Northern Distributor Road in Norwich for a national infrastructure company.
Since joining PDC, she has obtained a First Class BSc (Hons) in Civil Engineering from Anglia Ruskin University and achieved Incorporated Engineer (IEng) status with the Institution of Civil Engineers in June 2025. She now acts as an ICE mentor within the office, supporting colleagues working towards professional qualification.
Chloe works within the Water, Infrastructure & Environmental Management Team and specialises in highway infrastructure projects, including Section 278 and Section 38 agreements. She also has experience in culvert applications, surface and foul water drainage design, and residential and commercial developments. Chloe has a particular interest in Civil 3D surface modelling, including cut and fill analysis.

Chloe joined PDC in 2017 having previously worked in Outdoor Environmental Education after completing her BSc degree in Environmental Science at the University of East Anglia. Whilst working at PDC, she went on to complete a MSc in Flood and Coastal Engineering at Brunel University, graduating in 2023, and has since become an Associate Director.
Chloe works within the Water, Infrastructure & Environment Management Team, and has proficient knowledge and experience working on Flood Risk Assessments, Surface and Foul Water Drainage Designs, SuDS design, Nutrient Neutrality, and Environment Agency Permits. Chloe regularly uses a wide variety of software including InfoDrainage, QGIS, and AutoCAD to assist clients with the wide range of projects she works on.

Egle joined PDC in 2021 and supports the day-to-day invoicing and finance processes. With over 10 years experience in payroll and accounts, she has been able to help with the introduction of new accounting and invoicing software, supporting the move away from manual input. Egle is known for her attention to detail and takes a flexible approach to managing workloads. She works well under pressure and supports the team in keeping invoicing and finance tasks running smoothly.
Graduate Civil Engineer

Frazer joined PDC as a Graduate Civil Engineer in 2025, after achieving a First-Class BEng (Hons) in Civil Engineering from the University of Portsmouth. With a previous background in agriculture, he brings practical experience and an understanding of land-based industries.
Frazer works within the Projects team under the Compliance division, splitting his time between site and office-based work. Around half of his role involves site visits carrying out compliance assessments and structural integrity inspections at waste management facilities, primarily within the anaerobic digestion (AD), composting and agricultural sectors. He is also involved in utility and topographical surveys, Construction Quality Assurance (CQA) inspections, and the preparation of technical reports and design drawings in the office.
Frazer is a Graduate Member of the ICE and is working towards Incorporated Engineer (IEng) status.
Administration Team Leader & Senior Technician
Ian joined the Company in 1995 and began to work in an administration role, before becoming a member of the Surveying Team then progressing into a Senior Technician position working mainly on residential estates and highway projects. Ian has since taken on the responsibility of Administration Team Leader and in this role offers support to the Management Team. Ian has a wide range of experience and is able assist in a variety of situations.
Degree Apprentice Civil Engineer
Iona joined PDC in 2024 as a Level 3 Civil Engineering apprentice and quickly established herself as a motivated and capable member of the team. In 2025, she achieved Technician Member status with the Institution of Civil Engineers (ICE). She is now progressing towards a Level 6 qualification in Civil Engineering, continuing to build both her academic knowledge and practical experience.
In her current role, Iona is involved in the design and delivery of drainage systems for a wide range of developments. Her work spans the full project lifecycle, from initial planning and feasibility through to detailed design, giving her valuable exposure to both conceptual and technical aspects of civil engineering. She has developed a strong understanding of sustainable drainage principles and regulatory requirements.

Jacob joined PDC in Summer 2017 as an apprentice, following the completion of his GCSEs. He subsequently achieved a BTEC Level 3 in Construction and the Built Environment at City College Norwich, before progressing onto a Civil Engineering Degree Apprenticeship at Nottingham Trent University. Jacob graduated with a BEng (Hons) in June 2025 and attained Incorporated Engineer (IEng) status with the Institution of Civil Engineers (MICE) in March 2026.
Throughout his time at PDC, Jacob has developed a broad range of technical experience across multiple disciplines. He has contributed to the design and delivery of major projects, including anaerobic digestion facilities, infrastructure schemes and planning-led developments. His experience also includes site-based roles, where he has undertaken construction monitoring and quality assurance inspections.
Jacob is also an active member of the Institution of Civil Engineers Norfolk Committee, contributing to the promotion of the profession and engagement with the regional engineering community.
Land Surveyor
Jak joined PDC in 2013 as a Junior Technician, assisting with technical drawings across a wide range of projects, including renewable energy sites. In 2015, he progressed into the Surveying Department and now undertakes Topographical Surveys and engineering Setting Out on site.
During his time at PDC, Jak has completed his BTEC Level 3 and NVQ in Civil Engineering and is currently working towards his Associate RICS qualification. He continues to develop his technical expertise through further training in Cable Avoidance Tool (CAT) and Ground Penetrating Radar (GPR) scanning, strengthening his capabilities in utility detection and site investigation.
Associate Director (Planning & Projects)
Jasmine joined PDC in 2014 within the administration department and has since progressed to Associate Director (Planning & Projects). She leads the preparation and management of planning applications across a wide range of projects, guiding them from early stages through to submission and determination.
Jasmine prepares documents including Planning Statements, Design and Access Statements, and Transport Statements, coordinating closely with external consultants to deliver comprehensive, planning-compliant packages that remain commercially viable for clients. Internally, she collaborates across PDC’s disciplines to secure well-considered, deliverable planning permissions.
Jasmine is currently undertaking her Master’s degree in Planning and Urban Leadership which she is due to complete in September 2026.

Jason joined PDC in 2015, bringing a broad range of experience gained from early site-based roles through to positions within a structural design office. His background includes experience on local and national highways and infrastructure projects, giving him a strong grounding in construction-led engineering. He is an Incorporated Engineer (IEng) with the Institution of Civil Engineers, and more recently become an Associate Director.
As a member of the Structures team, Jason focuses on structural design for domestic, commercial, agricultural, and industrial projects, including building alterations, extensions, barn conversions, and new-build developments. He also undertakes structural appraisals of existing buildings and structures, foundation design, and provides input on geotechnical considerations.
With experience across a wide range of construction-related roles, Jason adopts a pragmatic and considered approach, delivering solutions that are technically robust, buildable, and appropriate to site conditions.
Senior Engineering Technician
Joe joined PDC after finishing school in 2015 as a full-time apprentice, completing a BTEC Level 3 in Civil Engineering before progressing to an HNC. This structured training, combined with practical experience, has provided a strong technical foundation.
He has worked across multiple departments within the business, developing broad project experience. Joe is an adaptable member of them team, putting his practical skills to use on site and attention to detail into his draughting work. As a CAA-certified drone pilot with eight years’ experience, he leads the use of drone surveying and supports the integration of point cloud data, laser scanning and 3D modelling. Joe also plays a key role in supporting junior staff, helping them develop skills in AutoCAD, Revit and company processes.
Engineering Technician

Joe joined PDC in September 2019 after completing his A-Levels. He has since achieved a Level 3 BTEC and HND in Civil Engineering, along with Engineering Technician status with the Institution of Civil Engineers (ICE), demonstrating his continued professional development.
He produces detailed drawings for the Projects Team and supports project delivery from a technical perspective, working alongside engineers to develop accurate and coordinated design information. When required, he also assists with site activities, including drone operations, utilities surveys and drainage investigations, helping to strengthen the link between design and on-site conditions.
Engineer (Civil & Compliance)

Since joining PDC in 2020, Joe has established the Compliance Team at PDC, assessing the compliance of sites with legislation and guidance such as C736, C759, and SSAFO. The team, under Joe’s guidance, travels to all corners of the UK, covering industries including renewable energy, waste management, water treatment, and manufacturing. Joe also regularly undertakes internal and external non-destructive tank inspections, both above and below ground.
In addition to leading the Compliance Team, Joe also manages the Surveying Department alongside Sam Snowling. Together, they organise and oversee PDC’s range of site works, including utilities, drainage, topographical, drone, laser scanning, and construction quality assurance (CQA) surveys.
Having joined the company in 2020, following completion of his Environmental Science Degree, Joe has also undertaken a part-time HND in Civil Engineering, receiving an Outstanding Achievement and Commitment to Excellence award for his hard work in the process. Joe is now working towards IEng status with the Institute of Civil Engineers.
Graduate Engineer

Joshua joined PDC Engineering in 2023 after completing his Master’s degree in Civil Engineering at Newcastle University. As a member of the Projects & Compliance Team, he undertakes a diverse role that includes site-based inspections and client correspondence, in addition to office-focused reporting and CAD design.
Joshua continues to actively develop his expertise within the civil engineering industry, through project Construction Quality Assurance (CQA), CIRIA compliance reviews, and containment inspections, with a particular focus on the renewables sector.
Currently working towards his Incorporated Engineer (IEng) accreditation, Joshua continues to enhance his professional and technical attributes across all project stages, including design, construction, and post-construction.
Project Assistant
Karen joined PDC in January 2020, initially as maternity cover, and quickly became a valued member of the team, taking on a wide range of responsibilities within the administration department. She brings extensive experience from a variety of administrative roles across the automotive, furniture, and construction sectors. This background has given her a strong understanding of industry processes and client support requirements. In her current role, Karen provides support as a Project Assistant to the Projects Team, alongside managing telephone and reception duties. She also offers flexible cover for other roles and tasks as required, helping to ensure the smooth day-to-day running of the office.
Administration & Social Media Coordinator
Kayleigh joined PDC in 2019 as an Administrative Assistant, and her role has since evolved into Social Media and Marketing Coordinator. Kayleigh brings a creative and proactive approach to her work. She also organises internal fundraisers, team lunches, and social events, including bonding evenings and outings. Committed to professional development, Kayleigh has completed a qualification in Digital Marketing, further strengthening her expertise.
Degree Apprentice Civil Engineer

Kyle joined PDC in May 2023 as a Degree Apprentice Civil Engineer after spending 3 years at a local council working on a range of highway and structures projects including the Great Yarmouth Third River Crossing. Since joining he has worked on a range of civil and structural elements of anaerobic digestion plants, starting with detailing substructures and superstructures before moving onto completing structural calculations. He has now started researching and learning how to use new design software with the aim of increasing our BIM capabilities by producing detailed 3D models.
Finance Administrator
Lil joined PDC in 2006 as an Administrative Assistant and has since built an extensive and diverse career within the company. Lil has held a variety of administrative roles, from serving as the welcoming face of the business as Receptionist to supporting projects as a Project Assistant within the Civils Team.
After covering invoicing responsibilities for 12 months, Lil transitioned into the Accounts department as Finance Administrator. She now manages PDC’s accounts department and is leading the digitalisation of the company’s accounting systems, driving efficiency and supporting the continued growth of the business.
Utility Surveyor
Luke joined the company in 2014 as part of the Surveying Team, bringing with him a background as a Personal Trainer and Gym Instructor. Since then, he has developed his technical skills and trained in AutoCAD, becoming a multi-disciplined Technician supporting a range of surveying and engineering work.
Alongside his practical experience, Luke has continued to build his qualifications. He completed a BTEC Level 3 in Construction & the Built Environment in 2017 and later achieved a HND in Civil Engineering. Luke is a fully qualified PAS128 utility and GPR Surveyor and works closely with Directors Olly and Carl. He is regularly involved in engineering drainage surveys, utility surveys and GPR investigations.
Known for his practical approach on site, Luke has a strong ability to identify issues quickly and work through solutions as surveys progress, making him a trusted problem solver in the field.
Graduate Structural Engineer
Malik joined PDC in 2025 as a Graduate Structural Design Engineer after completing a BEng in Civil Engineering at Nottingham Trent University.
Working primarily on residential projects, Malik has gained experience adapting designs to suit a wide range of structural layouts, materials, and client requirements. During his time at PDC, he has worked on a variety of structural solutions including simple beam and post designs, steel frames, and reinforced concrete elements, helping to develop his fundamental understanding of structural design and construction techniques.
Project Engineer
Matt joined PDC in 2013, bringing extensive experience from roles within Local Authorities and several private sector consultancies across Norfolk, Hampshire and Yorkshire.
With over 32 years of experience in Civil and Structural Engineering, Matt has developed expertise across a broad range of technical disciplines. His capabilities include AutoCAD drafting, reinforcement detailing, drainage design, groundwork design, steelwork detailing, highways infrastructure design, traffic management planning, and bridge repair and maintenance. He also has significant experience in the restoration and maintenance of historic structures.
Matt’s diverse technical background has enabled him to support a wide variety of clients and projects, continually expanding his professional knowledge and the range of engineering disciplines in which he operates.
Structural Engineer
Melvin joined PDC in January 2019 with a Bachelor of Science Degree in Civil Engineering and over 25 years’ experience. He originally specialised in civil engineering, where he built a strong technical foundation across a wide range of projects. His exceptional attention to detail and methodical approach were soon recognised, leading him to transition into structural engineering. Melvin now predominantly works within our Structures Department, where his precision, analytical skills, and commitment to high-quality design play a key role in delivering robust and reliable structural solutions.
Planning Coordinator
Olga joined the company in 2025 as a Planning Coordinator and plays a key role in supporting the successful delivery of planning applications. Her responsibilities include coordinating and managing planning applications from inception through to determination, preparing technical drawings, and liaising closely with external consultants and stakeholders to ensure alignment across all stages of the process.
In addition, she is responsible for producing reports to support planning applications. With a strong attention to detail and a methodical approach, she contributes to the efficient progression of projects while maintaining high professional standards and effective communication throughout.

Olly joined PDC in 2006 as an apprentice and is now a Director and Chartered & European Engineer. He specialises in anaerobic digestion and waste to energy plants, leading design, tendering, construction and project management across the UK. An expert in CIRIA C736/C759 and SSAFO compliance, Olly contributes to the current document rewrites. His wider portfolio spans industrial and residential developments, design-and-build packages, highway improvements including night works and highway surveys, planning applications, and 3D Revit/BIM modelling. He also leads on asset management including, drone, drainage CCTV, GPR and utilities survey services (PAS 128), and mentors apprentices as an ICE/IET approved supervising engineer and mentor.
Engineering Technician

Riley joined PDC in the Summer of 2021 after leaving high school and enrolled onto a Level 3 BTEC in Civil Engineering as an apprentice. After passing his apprenticeship and achieving Engineering Technician membership with the ICE, he went to study towards a HNC in Construction Management, completing in 2026, achieving a distinction grade.
Day-to-day, Riley uses his studies to further progress his role at PDC within the Civils and Projects Team, predominantly carrying out drafting and drawing work for structural and civil elements of anaerobic digestion plants. Additionally, he is helping to develop the use of 3D design software and implementation of BIM systems.
Engineering Technician
Ryan joined PDC in December 2018 and has been part of the team for over seven years. He holds a HND in Civil Engineering and has continued to develop his knowledge and skills through hands-on experience within the company.
Ryan began his career with a background mainly in domestic design and limited exposure to commercial projects. Over time, he has broadened his experience and now works across both domestic and commercial schemes. His work increasingly involves collaborating with fabricators to develop and justify steel structures and connection designs on larger-scale projects, while still maintaining involvement in residential engineering work. Ryan has also continued to build experience in the civil engineering aspects of design.
As an Engineering Technician, Ryan carries out structural design and detailing for a range of projects. He also supports the wider structural team and helps mentor new and developing graduates as they begin their careers.

Sally is a Chartered Scientist who joined PDC Engineering in 2007 after completing a degree in Environmental Earth Science. She began her career as an Environmental Consultant and has since progressed to lead and manage the Water, Infrastructure & Environment Management Team.
She has extensive experience in Flood Risk Assessments, sustainable drainage (SuDS) design, hydrology, hydrogeology, and Environmental Impact Assessments. Sally has worked with a wide range of clients across the UK, covering sectors from residential development, commercial to renewable energy. She combines technical modelling, mapping and analytical techniques to develop accurate, evidence‑driven assessments that inform and optimise development schemes.
Associate Director (Surveying)

Sam first joined PDC in 2015 as a Surveyor before leaving to pursue another role, returning in 2023 as a Senior Surveyor and more recently being appointed Associate Director. He has over 14 years of experience in the surveying industry and holds a HND in Civil Engineering.
Sam has undertaken a wide range of surveying work, including laser scanning of large hospitals, monitoring of railway tunnels, and topographical surveys of varying scale and complexity. His experience spans both major infrastructure and detailed site-based projects.
In July 2025, Sam successfully achieved Associate status with the Royal Institution of Chartered Surveyors (RICS) and is now working towards full chartership in the near future.

Tom first joined PDC in 2016 for work experience while still at school. He continued to return during school holidays while completing his A-Levels, before joining the company full-time in summer 2019. In 2020, Tom was awarded the Institution of Civil Engineers’ QUEST Scholarship whilst studying Civil Engineering at Nottingham Trent University. He graduated in 2024 with a First Class BEng (Hons) degree.
Since graduating, Tom has been involved in a wide range of projects and has encouraged the Company’s increasing use of Finite Element analysis in reinforced concrete structural design work. Tom now leads civil and structural engineering projects across a variety of sectors, including renewable energy (including Anaerobic Digestion plants), industrial, agricultural, residential, and public sector developments.
